Corporate Quality and Integrity Code of Conduct

　　1 General Provisions

　　1.1 In accordance with relevant national regulations, to continuously promote the healthy and orderly development of the market, create a fair and competitive market environment, strive to improve the overall quality of our company, and safeguard the legitimate rights and interests of our company, this company's quality and integrity self-discipline code of conduct is specially formulated.

　　1.2 Scope of application of the company's quality and integrity self-discipline code of conduct: all staff of the various units, departments, and employees of this company and all staff of the qualified suppliers of this company; all departments, units, and individuals within the above-mentioned scope should strictly abide by all the contents of this company's "Quality and Integrity Self-Discipline Code of Conduct".

　　1.3 The company's quality and integrity management committee authorizes the office as the formulating body of this quality and integrity self-discipline code of conduct and is responsible for its implementation.

　　2. Main contents of the enterprise quality and integrity self-discipline code of conduct

　　2.1 Consciously abide by the various guidelines and policies of the Party and the state, abide by the laws and regulations of the state; ensure that the company operates legally and honestly, establishes a culture of integrity, consciously maintains the normal order of the market, and provides high-quality products to customers.

　　2.2 Adhere to the principles of fairness, impartiality, openness, and honesty and trustworthiness in participating in market competition, not using illegal means such as bribery, kickbacks, and bid rigging to obtain customers and construction projects, not undertaking business through malicious competition means such as bidding below cost or providing extra-contractual benefits, and not signing "yin-yang contracts".

　　2.3 Adhere to the quality policy of "creating roads with quality, gaining trust with excellence" and "upholding quality dignity with personality", earnestly implement quality and integrity management goals and product standard requirements, and ensure customer satisfaction.

　　2.4 Continuously establish and improve the company's quality assurance system; adhere to the self-inspection, mutual inspection, spot inspection, and final inspection system for product quality; each batch of products must be tested to ensure that product quality is realized in each operation process.

　　2.5 Do not cut corners, do not produce shoddy products, do not use unqualified materials, and ensure high-quality products.

　　2.6 Do not fabricate or engage in blind production, strictly follow the production process, and carefully carry out various technical quality control measures.

　　2.7 Seriously implement the ISO9001 standard, do a good job in inspection, testing, and related verification records, and do statistical analysis work to provide a reliable basis for continuous quality improvement.

　　2.8 Strictly follow service procedures, conduct management and control, regularly establish information collection and return visit systems, be good at improving problems in quality and integrity management, and continuously improve the company's credibility.

　　2.11 Establish a good image of the company's quality and integrity service, and truly achieve "keeping contracts and valuing credit", strictly fulfilling the obligations stipulated in the contract.

　　2.12 Do not owe employees wages, provide employees with good production conditions and living environment, and be good at safeguarding the legitimate rights and interests of employees.

　　2.13 Formulate and abide by the code of conduct for employee professional ethics, accept supervision and criticism from all sectors of society, and jointly resist and correct unhealthy practices;

　　2.14 Strictly enforce work discipline and never leak company or third-party secrets.

　　2.15 Be honest and self-disciplined. Staff members of various functional departments shall not use their positions for personal gain, accept kickbacks or entertainment from third parties, solicit bribes, or accept bribes.

　　3. Formulation and implementation of the enterprise quality and integrity self-discipline code of conduct

　　3.1 Procedures for the formulation and approval of the quality and integrity self-discipline code of conduct.

　　3.1.1 The formulation of the company's quality and integrity self-discipline code of conduct is drafted by the company's office, and after being carefully discussed and revised by the company's employees, it is submitted to the company's congress for deliberation and approval before it can be implemented;

　　3.1.2 After the company's quality and integrity self-discipline code of conduct is announced, the company's quality and integrity management committee is responsible for organizing and supervising various departments and units, down to each employee, to earnestly implement the company's quality and integrity self-discipline code of conduct, and it should be approved by the superior leader before implementation, so as to ensure the implementation of the company's quality and integrity self-discipline code of conduct.

　　3.2 Implementation of the company's quality and integrity self-discipline code of conduct

　　3.1 Handling of violations of the company's quality and integrity self-discipline code of conduct

　　3.5.1 For departments, units, or individuals who violate the company's quality and integrity self-discipline code of conduct, the company's quality and integrity management committee and the leaders of the relevant departments and units will jointly investigate and verify the facts, and prepare written materials to be submitted to the company's board of directors for handling.

　　3.5.2 For those who violate the company's quality and integrity self-discipline code of conduct, administrative warnings and other punishments will be given according to the severity of the circumstances, and they will be required to make written self-criticism.

　　3.5.3 For those who repeatedly violate the company's quality and integrity self-discipline code of conduct and the circumstances are serious, the company will issue an internal announcement (notification) or handle it according to the company's relevant reward and punishment system.

　　3.5.4 For violations of relevant national laws and regulations, and the circumstances are serious, they will be handled in accordance with relevant national laws and regulations.

　　4. Supplementary Provisions

　　The right to interpret this quality and integrity self-discipline code of conduct belongs to the company's quality and integrity management committee.

　　This quality and integrity self-discipline code of conduct shall be implemented from the date of its official release.
